Runner-up is DarkDragoon. He really gets into character with his. All I recommend is some spelling and grammar touch-ups. Also, his writing style is patchy. Which is why he's runner-up. But he' a good RP-er nonetheless.

Moonlight Bay: Everlasting Night
Moonlight Bay: Your typical urban city. A minor tourist attraction. Lots of people go there and live there. It is cut off from the outside world by Cyprus Desert on the East, nestled between a dam wall to the ocean and the beach, mountains on the West with 3 majors ones called Spirit, Soul and Aurora, a beach on the South(extending up to mountains) referred to as Clement Beach, and a small forest overshadowed by the mountains near the North, named Verboten Forest. There is a small village in the desert, named Venficus Village after the great battle of Venificus city. Some older fighters from that battle are said to be residing in Moonlight City. There are two very long bridges that lead out of the Bay from the mountain side and the desert side. It takes almost a day of traveling to get to Moonlight and back. There is a river known as the Dahe River which separates the city into East and West. The east is controlled by Dusk, and the West is controlled by Dawn. There are two major bridges that allow you to cross on each side of the city, but if you are in a hurry, there are several gondolas and fishermen willing to ferry you across.
There are people who use strange powers forming and running guilds in this city, similar to gangs. The two major gangs are: Dawn and Dusk. They rule the town so well that there is no need for a mayor. Or a central town police force at any rate. These people have all manner of powers. The more power one gang has, the better it rules the city. What many regular citizens of Moonlight Bay don't know is that the rivalry of Dawn and Dusk reaches back to a more supernatural force than just ruling the city. It is an old artifact, a lost secret that is hidden somewhere in MB, and Dawn and Dusk are fighting over it.
Dawn is more organized, moral, serene guild.
Dusk is the 'evil', don't get in my way, shady guild.
Story Plot 1:
It was one of those days where you’d feel gloomy and depressed, gazing out of your window, wishing that for once, the pitter-patter of the rain would stop, or the clouds would part to shimmer upon the puddle-ridden streets. In Moonlight Bay, these days came without warning. However, for certain “magi”, these days were perfect cover for various deeds. When the mana surrounding the Twilight Province started spiking, it was a good time to stay inside, lest you be caught up in the gang wars.
Some days, the mana would flair, and the magi would know that there was a battle coming soon. The mana was like a sentient being, embracing Moonlight Bay in its ethereal arms. No one knew why the mana had come but for a small handful of the many gangs rife in Moonlight Bay. The mana emanated from the very artifact that these gangs were fighting over. The mana had settled itself within Moonlight Bay quite comfortably.
Tonight, the mana was stirring, in a fashion that hadn’t happened since the great war of Veneficus, Moonlight’s sister city, the namesake of the Veneficus Village in the outskirts of the Twilight Province, the very place where “it”, the artifact was found and squirreled away by Dawn. But that wouldn’t affect Moonlight Bay, so many miles away from Veneficus.
Dawn was in possession of the Gramarye Gem, the very source of mana itself. But its rival, Dusk, wasn’t too worried. Dawn was too afraid of the possible repercussions of harnessing the gem to use it. Instead, they guarded it gamely, to ensure that Dusk wouldn’t use it and send the world into eminent oblivion.
But that didn’t matter today. Today was a slow tourism day, and as such, the mana had obligingly made the skies overcast. This was one of those days were you peered out your blinds, hoping the next day was not as depressing.
Today, the mana was stirring.

Okay guys, I'm bringing in the plans I had for this chapter. I'm making the title relevant to the story. I'm pretty sure you'll like the setting it creates, but if not. . . Well, I'll be sorry, kk?

The mana was watching the fray. In fact, it was always hiding, watching, waiting. Dawn abnd Dusk could go to hell for all it cared. All it needed was the safety of the Gramarye Gem. The mana needed to change things to the gang's liking. It decided to activate the Moonlight Bay function Epsilon Sigmus Line 33A.
Everlasting Night.
The citizens of Moonlight all looked up in fear. Why was it getting dark at 3:46 in the afternoon?
The skies turned into the darkest blue, and the mana glowed with more power than ever before. There was a glow in the blue of the night. ( This sort of feel and ambience )
